Cut the tulle into strips

Glue the end of the tulle spool to one of the short ends of the cardboard. Transfer the fabric from the spool and wrap it around the cardboard. When you're done wrapping, place a rubber band over each end of the cardboard to keep the tulle on the cardboard. Cut the tulle at each end of the cardboard to have evenly sized strips. Keep doing this until you have about 80 strips.

Tie On Tulle Strips

Lay the tape out on a work table and tape down each end of it. Tie the tulle on the ribbon with slipknots. To do this, fold the strip of tulle in half. Tuck the folded end under the ribbon and glue the other ends up and through it to make a slipknot. Repeat the process until the tape is full enough to reach around your waist. Make sure to tighten the knots so the waist doesn't get lumpy. You can alternate colors, or do all one color at first and then go back to add a second color in between.

Add color and thickness

Smush the tulle together and keep adding more strips until you get the desired fullness. If you want a really full tutu, use 3 or 4 strips at a time and tie them all in the same knot. Continue with the scissors and shape it up a bit by cutting off some of the top layer to narrow them down a bit. You can also tie some longer straps in the back to give it the "high-low" look.
